Saitama Cable TV Federation’s New Initiative for Regional Safety
The Saitama Cable TV Federation, established in 1986, announced on January 10, also known as “110 Day” in Japan, that its 10 member companies will collectively launch a security camera service. This collaborative effort utilizes the broadcast companies’ technical expertise and extensive regional networks to sequentially offer security camera services in their respective areas, thereby enhancing local safety and security.
In an era marked by the proliferation of nuclear families and the decline of local shops, many residents, including the elderly, find it challenging to find reliable contacts for household concerns. Consequently, the demand for home security solutions has grown, prompting the need for accessible security camera systems for those unfamiliar with such technology.
To address these needs, the Saitama Cable TV Federation decided to introduce this new security camera service. Some member companies have already initiated service provision, with others slated to launch soon, aiming for prefecture-wide coverage. By leveraging their established infrastructure, the federation intends to serve as a key player in regional DX (Digital Transformation), further contributing to a secure and safe community.

Historically, these cable TV companies have diversified beyond broadcasting into essential lifestyle infrastructure services such as internet, electricity, and mobile phones, against the backdrop of population decline. As community-focused technical groups, they have supported the DX of individual households, acting as “town problem solvers” by addressing residents’ needs. Given that cable TV service areas are legally defined, the companies do not compete, but rather collaborate by sharing knowledge, needs, and challenges to improve services. This new security camera initiative follows an “Agreement on Crime Prevention Town Development” signed by the federation with Saitama Prefecture and the Saitama Prefectural Police in 2018.
Through this endeavor, the member companies not only aim to cultivate a new revenue stream but also to evolve into a more trusted industry. They are committed to leveraging the strength of their industry collaboration to comprehensively support regional safety and security throughout the prefecture, thereby contributing to the local community.

Mr. Takaya Okuda, Chairman of the Saitama Cable TV Federation (Higashimatsuyama Cable TV), commented: “This initiative was realized through extensive discussions with the Saitama Yorozu Support Center. As community-rooted cable TV providers, contributing to the creation of a safe living environment is a crucial mission. What can cable TV providers do to address regional challenges? This initiative is one answer. We have been surprised by the significant positive response since the service launch.”
